Looking for Friends of Eddie Spicer

I'm trying to find anyone who knew Edward "Eddie" Spicer during his teenage years (ages 15-18, 1985-1988) and saw him have a seizure. Eddie Spicer is my younger brother, and we have to find witnesses to his teenage seizures to help him get benefits. He was in Southern California in the '80s: Redondo Beach, Torrance, Lawndale, San Pedro, and other South Bay cities. He attended Redondo Union High School in 1985 (class of 1988) and Pacific Shores High School in 1986 (class of 1988).
Eddie's grand mal seizures started after he ran away in 1985, so our family doesn't have the witnesses or medical records we need. Eddie can't tell us who saw his seizures, because his memory is shot. His doctor believes that the seizures started when Eddie says they did, but we have to find witnesses who saw Eddie Spicer have a seizure before his 18th birthday (11/19/88) in order for him to qualify for help from the Regional Center.
Eddie is 36 now, and his epilepsy has become very severe—to the point of disability. He has a lot of seizures, even with treatment, and they've done a lot of damage. His brain function is impaired and he has major problems with long-term memory, short-term memory, and daily living tasks.
There are three ways you could help:
